As a result of operative-investigative activities carried out by the RA Anti-Corruption Committee, factual data was obtained that a 71-year-old woman, a candidate from the alliance of parties participating in the special elections to Gyumri Community, promised a 75-year-old resident of Gyumri an election bribe to recruit voters on the condition that they vote for the said alliance. Accordingly, the said resident addressed some people from her surroundings who had the right to vote, with a request to participate in the elections and vote for the said alliance, in connection with which she passed on the information received to the candidate of the alliance who offered the election bribe.
In order to avoid possible exposure, the latter spoke in a veiled manner, calling the voters "classmates" and "not missing classes" referring to participation in the elections.
As a result of the searches, lists containing personal data of a number of Gyumri residents with handwritten notes (including residential address, telephone number, electoral area) were found. Some of the interrogated persons confirmed with their testimony the information of the body conducting the proceedings about giving and receiving electoral bribes.
Within the framework of the criminal proceedings initiated by the Anti-Corruption Committee, the two aforementioned persons detained were charged with giving and receiving electoral bribes. Inter alia, taking into account the age and the gender of the accused, the body conducting the proceedings petitioned the court to select a measure of restriction against them that is alternative to arrest. Administrative supervision was applied as a measure of restriction against them.
Based on the petition of the investigator, the court also imposed restrictions on the accused, including a ban on changing their place of residence without the permission of the body conducting the proceedings, a ban on leaving their place of residence at night, a ban on communicating with certain people, and a ban on visiting certain places.
The preliminary investigation under the criminal proceedings is ongoing. The Anti-Corruption Committee is taking the necessary measures to clarify all the circumstances of the case and establish the exact circle of persons involved in it.
