The preliminary investigation carried out under the criminal proceedings examined by the Anti-Corruption Committee of the Republic of Armenia revealed that A. H., the deputy head of one of the community administrations of Ararat region of the Republic of Armenia, together with H. D., the head of the relevant department of the same community administration, as part of a group, using their official powers, with the assistance of a number of persons, as well as personally, demanded and received bribes in various amounts.
In particular, the aforementioned officials received a bribe of AMD 150,000 in August 2024 through the head of the administration of one of the settlements in their region for alienating a community-owned land plot to a resident of the same settlement through an auction, without dividing it into parts.
It was also established that A. H. and H. D., with the assistance of a member of the auction committee of the same community, within the period from May to October 2024, demanded and received a bribe of 70,000 AMD from a resident in order to alienate, through a formal auction-sale, a land plot owned by the community and located in one of the settlements of the region.
In addition, in July 2024, A. D., in order to draw up a project for the construction of a residential house on a land plot located in the same region and to unhinderedly issue a construction permit, demanded and received a bribe in the amount of AMD 150,000 from the owner of the land plot.
It was also established that on October 11, 2024, the above-mentioned officials demanded and received a bribe in the amount of 55,000 AMD from another citizen in exchange for changing the purpose use of a land plot owned by the latter in the same community.
The preliminary investigation also revealed that A. H., the deputy head of the community, demanded and received AMD 120,000 from a person carrying out business activities, for awarding a medal during the celebration dedicated to the city on October 22, 2024.
For accepting bribes as part of a group, the above-mentioned officials A. H. and H. D. were charged under Article 435, Part 2, Clauses 1 and 3, Article 435, Part 2, Clause 1, Article 435, Part 2, Clauses 1 and 3, and Article 435, Part 1 of the Criminal Code of the Republic of Armenia. Arrest was applied as a measure of restriction against the two accused. 8 persons more were charged under the articles provided for the commission of the alleged crimes of giving a bribe and aiding in receiving a bribe.
The preliminary investigation under the criminal proceedings has been completed, the prosecutor has approved the indictment, and the materials of the proceedings have been sent to the court for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
