As a result of the activities carried out by the operational-investigative department of the Anti-Corruption Committee of the RA, as well as large-scale evidentiary and other administrative operations conducted based on the criminal proceedings initiated on their basis, it was established that the inspector of one of the registration and examination centers of the "Road Police" service of the Police of РА Ministry of Internal Affairs V. H., in the group with the head of that same center A. P., and in some cases separately, through his close friend G. H., regularly received bribes of various sizes for a total amount of about AMD 5 million from 25 people who applied for driver's licenses, in exchange of passing theoretical and practical exams of a formal nature.
In particular, it was established that A. P. and V. H., using their official powers to commit illegal acts for the benefit of 25 persons, namely, for the organization of the necessary theoretical and practical exams to grant them driving licenses in the absence of relevant knowledge and skills, through G.H., who was in close relations with V.H., regularly received bribes in the amount of AMD 180,000 to AMD 320,000 within the period from February to October 2023.
In addition, in the same period mentioned above, V. H. used his official powers to the detriment of state and official interests, improperly performed his official duties, and also committed official forgeries, and in four cases he incited officials to abuse their official powers.
For committing the above-mentioned criminal acts A. P. was charged under the RA Criminal Code Article 435, Part 2, Clauses 1 and 3 /19 episodes/, V. H. – under Article 435, Part 2, Clauses 1 and 3 /19 episodes/; Article 435, Part 2, Clause 3 /6 episodes/; Article 441, Part 1 /21 episodes/; Article 46-441, Part 1 /4 episodes/; and Article 445, Part 1 /25 episodes/, and G. H.- under Article 46-436, Part 2, Clause 3 /25 episodes/ and Article 44-46-436, Part 2, Clause 3 /2 episodes/.
Within the framework of the criminal proceedings, charges were also brought against persons who gave bribes to A. P. and V. H.
The preliminary investigation under three separate proceedings against all the mentioned defendants has been completed, and the materials of the proceedings have been sent to the Anti-Corruption Court of the RA with the indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
