The preliminary investigation carried out under the criminal proceedings investigated in the RA Anti-Corruption Committee justified that the head of one of the divisions of the RA Health and Labor Inspection Body, K. A., demanded and received a large bribe in the amount of AMD 1,000,000 from the chief physician of one of the medical centers for not registering violations revealed as a result of inspections in the said medical center.
In particular, inspections were carried out by the employees of the division headed by K. A., in the above-mentioned Medical Center between July 19 and August 7, 2023, in the course of which K. A. informed the deputy director of the Medical Center about the violations found. Afterwards, using his official powers and the influence caused by them, for connivance, as well as for illegal inaction in favor of the chief physician of the said medical institution, namely, for not recording the violations revealed as a result of the inspections, K. A., through the deputy director, demanded from him a large bribe in the amount of AMD 1,000,000 drams. Having accepted the bribe offer, on July 27 and 31, 2023, the chief physician of the Medical Center transferred the bribe to the official K. A. in parts through the deputy director.
After that, based on the act made up by the employees of the division headed by K. A., regarding the inspection at the above-mentioned medical center, it was recorded that no violations in the field of medical care and service were revealed during the inspection.
For receiving bribes in large amounts, K. A. was charged under Article 435, Part 2, Clauses 2 and 3 of the Criminal Code of the Republic of Armenia. Arrest was chosen as a measure of restriction against him, which was later replaced by home arrest. Decisions have been made to terminate criminal prosecution against the chief physician of the medical center who gave the bribe in large size to the official, and the deputy director of the medical center who facilitated the giving of the bribe, on the basis of active repentance.
The preliminary investigation of the criminal proceedings has been completed, the materials of the proceedings have been sent to court with the indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
