As a result of the activities carried out by the operational-investigative department of the RA Anti-Corruption Committee and large-scale evidentiary and other procedural actions taken under the criminal case initiated on their basis, another case of releasing a conscript from compulsory military service by a member of the Central Medical Commission against a bribe was revealed, as well as cases of receiving various amounts from relatives of conscripts under the pretext of mediation in a bribe, where M. M., the head of a surgical clinic of one of the hospitals in Yerevan and H.Sh., the deputy head of an ophthalmological clinic were involved.
In particular, the preliminary investigation established that H. Sh., a member of the Central Medical Commission formed for the winter conscription of 2023, through the mediation of M.M., entered into a agreement with conscript G. M., who was undergoing examination at the ophthalmological clinic, to receive a bribe in the amount of USD 6,000 to 6,500 to resolve the issue of relеаsing the latter from compulsory military service.
In November 2023, based on the agreement, the conscript G. M. and his close person transferred the bribe amount of USD 6,000 to M.M., who gave USD 4,000 dollars out of this amount to H. Sh., and disposed of the rest of the amount himself.
As a result, the official H. Sh., who received the bribe from the conscript, participated in the examination of the conscript on November 15, 2023, as part of the Central Medical Commission as an ophthalmologist, as a result of which G. M. was declared unfit and was released from compulsory military service.
In addition, the preliminary investigation established that M. M., under the pretext of mediation in a bribe to resolve the issue of exempting three more conscripts from military service, received various amounts of money between October 2023 and January 2024. In particular, it was found that M. M., without actually intending to contact any official regarding the exemption of the said conscripts from military service, under the pretext of mediating a bribe, received a total of USD 4,000 and AMD 1,100,000 from the relatives of the conscripts.
As a result, the conscripts indicated by the relevant medical commission of the territorial unit of the conscription service of the Ministry of Defense of the Republic of Armenia were exempted from the winter conscription of compulsory military service of 2023.
For the above-mentioned criminal acts H. Sh. was charged under Article 435, Part 2, Clause 2 of the RA Criminal Code, M. M. - under Article 437, Part 1 and Article 440, Part 2 of the RA Criminal Code (3 episodes), and G. M., - under Article 436, Part 2, Clauses 1 and 2 of the RA Criminal Code.
Arrest was applied as a measure of restriction against H. Sh.
The preliminary investigation under the criminal proceedings has been completed, the materials of the proceedings have been sent to the court with the indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
