As a result of the activities carried out by the operational-investigative department of the RA Anti-Corruption Committee and the evidentiary and other procedural actions conducted out under multiple criminal proceedings initiated on their basis, several dozen cases of obtaining driver’s licenses for bribes were revealed.
In particular, it was substantiated that S. K., the senior inspector of the registration and examination department of Armavir region Traffic Police service of the Ministry of Internal Affairs of the Republic of Armenia, using his official powers and the influence caused by them, with the assistance of his close person S. P., received bribes of various sizes from numerous citizens who applied for a driver's license. Wherein, the amount of the bribe was AMD 400,000 for each person.
The preliminary investigation established that during 2023, with the assistance of S.P., senior traffic police inspector S.K., having taken formal theoretical and practical exams from about 30 citizens who had applied for a driver’s license, compiled false documents stating that that the applicants had successfully passed the examinations. In some cases, the applicants did not take part in the exam at all, however, S.K. again created false documents about passing the exams, which served as the basis for issuing a driver's license. In return, during 2023, the traffic police inspector received bribes from all mentioned citizens in total of AMD 6,5 million.
As a result, many citizens without theoretical and practical knowledge illegally obtained driving licenses and operated vehicles, thus endangering the road traffic.
For committing the above-mentioned criminal acts, the senior traffic police inspector S.K. was charged under Article 435, Part 2, Clause 3 of the RA Criminal Code (29 episodes), Article 441, Part 1 (15 episodes) and Article 445, Part 1 (15 episodes), and S. P., who assisted the traffic inspector, was charged under Article 46-435, Part 2, Clause 3 of the RA Criminal Code 29 episodes.
The preliminary investigation under the criminal proceedings has been completed, the materials of the proceedings have been sent to the court with an indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
