As a result of large-scale investigative actions carried out under the criminal proceedings investigated by the Anti-Corruption Committee of the Republic of Armenia, cases were revealed of receiving illegal remuneration in various amounts by an employee of the Unified Social Service of the Ministry of Labor and Social Affairs of the Republic of Armenia from a group of residents of Lori marz for processing social allowances or non-suspension of benefits.
In particular, an employee of the Unified Social Service A. N., with the purpose to carry out actions within the framework of his powers in favor of spouses living in Lori marz, registered in the insecurity assessment system as eligible for family allowance, namely to assist in not suspending the process of providing allowance to their son, demanded from them and received as illegal remuneration an amount equal to a monthly allowance.
In addition, on March 28, 2022, F.M. addressed to A. N., to include his son and daughter- in-law into the list of beneficiaries. The latter, within the scope of his powers, in order to assist in the inclusion of persons represented by F.M. in the list of beneficiaries, demanded and received AMD 35,000 from the amount of the allowances payable to these persons.
The preliminary investigation also revealed that A. N., for carrying out an action within the scope of its powers in favor of spouses registered in the insecurity assessment system as eligible for family allowance, namely, for assisting in not suspending the process of providing allowances to their daughters and son, requested AMD 30,000.
In the course of the preliminary investigation, evidence was also obtained that in 2022, different months, A.N. also demanded and received illegal remuneration from a number of other residents of Lori marz in the amount of a total of about AMD 300,000 for including them in the list beneficiaries or for organizing the process of non- suspension of the process of providing allowances.
For the above criminal acts A.N. was charged under Article 311.1, Part 1 (9 episodes) of the former Criminal Code of the Republic of Armenia, and F.M. - under Part 1 of Article 312.1. During the preliminary investigation, charges were brought against 12 more persons for paying illegal remuneration to A.N.
The preliminary investigation under criminal proceedings against A.N. and F.M. is completed, and the materials of the proceedings are sent to the court with an indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
