The preliminary investigation under the criminal proceedings initiated as a result of large-scale operational-search activities carried out by the employees of the Anti-Corruption Committee of the Republic of Armenia proved that the heads of two divisions of the Inspectorate of Urban, Technical and Fire Safety of the Republic of Armenia A.S. and K.K., as well as 4 employees of the same inspection body, as part of a group, using their official powers to carry out actions in favor of bribers, demonstrating unlawful inaction, regularly received various amounts of money as bribes from the owners of a number of buildings under construction in Yerevan.
The preliminary investigation revealed that the above-mentioned officials of the inspectorate, in order to organize the process of issuing a positive opinion (conclusion) in the final documents on compliance with the norms set before exploitation of buildings under construction at different addresses in Yerevan, demanded from the owners of these buildings and in October-November, 2023 received from them bribes varying from AMD 50.000 to 3.000.000, which they then shared among themselves.
In addition, the mentioned persons, using their official powers to demonstrate unlawful inaction in favor of the briber, namely, in order to organize the process of issuing a conclusion in the final documents regarding the compliance of the norms established before exploitation of the building under construction in one of the central parts of Yerevan in conditions of violations in the field of construction, in October, 2023 demanded from the director of the given construction company and received a large bribe in the amount of USD 7.000 equivalent to AMD 3.000.000.
Thus, the above 6 officials of the Inspectorate of RA Urban, Technical and Fire Safety, including the heads of two divisions, in October-December 2023 received a total of USD 8.800 and AMD 5 million from 9 owners of buildings under construction in Yerevan at different addresses as bribes.
The officials were charged with receiving a bribe under various parts of Article 435 of the Criminal Code of the Republic of Armenia, and the owners of the buildings who gave them bribes were charged with various parts of Article 436 of the Criminal Code of the Republic of Armenia.
Arrest was applied as a measure of restriction against 4 officials.
The preliminary investigation of the criminal proceedings has been completed, the materials of the proceedings have been sent to the court with an indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
