The preliminary investigation of the criminal proceedings initiated on the basis of operational-investigative activities carried out by the employees of the RA Anti-Corruption Committee, as well as materials obtained from the internal security and anti-corruption department of the RA Ministry of Internal Affairs, revealed a number of cases of bribery by a police official in exchange for illegal transportation of illegally cut wood, as well as the concealment by police officers of hooliganism, associated with the use of weapons, abuse of official and service powers by the latter.
In particular, the preliminary investigation established that the head of the forestry of one of the branches of "Hayantar" SNCO A. K. entered into an agreement with the deputy head of one of the subdivisions of the Syunik marz Police department of the Ministry of Internal Affairs V. G. with the purpose of organizing illegal transportation from the territory of this forestry and sale of illegally cut wood in exchange for a bribe.
As part of the criminal agreement, the above-mentioned police official received a bribe of AMD 240.000 from A. K. within the period from August to September 2023, in exchange for ignoring the false information in the documents about the quantity and quality characteristics of illegally cut wood with the vehicles indicated by the head of the forestry A. K. and for not prohibiting illegal removal of wood.
In addition, it was established that A. K. noticing his acquaintance B. H. in a car driven by A. S. on Chakaten-Kapan highway in August 2023, pursued him in his car and fired a gun at the vehicle driven by A. S. After A. K. committed the aforementioned hooliganism combined with the use of guns the police received a statement about the alleged crime, after which V. G. entered into a preliminary agreement with another official of Syunik marz subdivision H.Ts., in order not to worsen close relations with A. K., they offered him to file a corresponding application with the police, hiding the true circumstances of the case and misrepresenting the circumstances of the commission of a serious crime. As a result, instead of a serious crime, a criminal proceeding was initiated with signs of minor act.
The preliminary investigation also revealed that in order to improve the indicators of the voluntary handover of guns and ammunition, V. G. entered into a preliminary agreement with H.Ts. and senior police inspector N.A., instructed the latter to organize the process of registration of a false case of an alleged voluntary handover to the police by another person of a machine gun purchased by him in 2023.
For this purpose, N. A. turned to his friend A. S., asking the latter to submit a statement to the police department that he allegedly voluntarily hands over the illegal gun he found, assuring him that it will not cause any adverse consequences to him. A. S., agreeing to the mentioned proposal of the official, reported in the statement that he allegedly found the above-mentioned gun, which belonged to the dead grandfather, while cleaning the storeroom at home and presented it to the police, after which a criminal proceeding was initiated on the basis of the said statement, which it didn't happen.
For the aforementioned criminal acts V. G. was charged with RA Criminal Code Article 435, Part 2, Clause 3 and Article 441, Part 2 Clause 4 (2 episodes), and A. K. – with Article 436 Part 2 Clause 3 and Article 46-441 Part 2 Clause 4 of RA Criminal Code. Arrest was applied as a measure of restriction against them.
H. Ts. and N. A. were charged in accordance with 46-441 Part 2 Clause 4 of RA Criminal Code, and A. S. – with Article 46-441 Part 2 Clause 4 of RA Criminal Code.
The preliminary investigation under the criminal proceedings has been completed, the materials of the proceedings have been sent to the court with an indictment for consideration on the merits.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
