The preliminary investigation, carried out by the Anti-Corruption Committee of the Republic of Armenia under the criminal proceedings on several episodes, justified that E.H., holding the position of the head of the state institution “Yerevan Garrison Hospital”, in a group with other employees of the hospital, using his official powers to commit illegal actions in favor of conscript soldiers, regularly received bribes of various sizes from relatives and friends of the latter.
In particular, the preliminary investigation revealed that E.H., upon the request of the head of the department of anesthesiology and intensive care of the mentioned hospital S.S., for the purpose of keeping a relative of a nurse from the same department T.S. in illegal inpatient conditions, who did not have the medical diagnosis necessary for hospitalization, through the deputy for medical services M.D. gave the appropriate instructions to the doctors under his supervision. As a result, the soldier was given an untrue diagnosis, based on which he was hospitalized.
Afterwards, on March 21, 2023, T.S., through the head of the department of anesthesiology and intensive care of the hospital S.S. and the deputy for medical services M.D., handed over a bribe in the amount of USD 500, of which USD 200 was received by E. H., and the remaining amount was divided among three other doctors of the hospital.
The preliminary investigation also revealed that on January 11, 2023, for committing an unlawful act in favor of another soldier transferred to Yerevan Garrison Hospital, for declaring him unfit for military service on the basis of a false diagnosis and early demobilization, a relative of the said soldier S.A. gave a bribe to the head of Yerevan Garrison Hospital E.H. in the amount of USD 3,000. E.H. gave USD 1,000 out of this amount to the deputy for medical services, and USD 2,000 he kept for himself.
In addition, it was established that the father of a citizen called up for compulsory military service in June 2022, A. Kh., turned to his relative, a former employee of the hospital R. A., with a request to help him transfer his son to Yerevan Garrison Hospital and provide him a long-term inpatient treatment there and, if possible, demobilize him before the end of his term of service, who in his turn addressed to the driver of the head of the hospital E.H. As a result, to organize and implement the mentioned process E.H., through his driver R.A., required and received a bribe in the amount of USD 3,500.
For committing the above criminal acts the head of Yerevan Garrison Hospital E.H. was charged under Article 435 part 2 points 1 and 3, Article 435 part 2 point 2 and Article 435 part 2 points 2 and 3 of RA Criminal Code. Arrest was selected as a measure of restriction against E.H.
13 more persons, including the deputy of E.H. for medical services and other hospital employees, were charged with receiving, giving and assisting in receiving bribes.
The criminal investigation was completed. The materials of the proceedings with the indictment were handed over to the supervisory prosecutor with a request to approve and file to the court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
