As a result of large-scale actions conducted by the operational-investigative department of RA Anti-Corruption Committee, and investigative actions committed under the criminal proceedings initiated thereon, factual information was obtained that the official of the registration-filing and inquiry of the northern center of the "Traffic police" of Police under RA Ministry of Internal Affairs, using his official powers and the influence caused by them, assisted by G. H., regularly received bribes of various sizes from many people who applied for driving licenses. Therewith, the amount of the bribe for issuing a driving license to each person was from AMD 380,000 to AMD 500,000.
In particular, the preliminary investigation revealed that within the period from August 17 to November 2, 2023, with the assistance of G. H., road inspector V. H. formally accepted the theoretical and practical exams of about 3 dozen citizens who applied for driving licenses, prompted the latters the correct answers to the questions of tests of both theoretical knowledge and actions required during the practical exam, and gave a positive assessment to driver candidates, who did not have sufficient knowledge, receiving in return bribes in various sizes from the latters.
As a result, many citizens who applied for a driver`s license and did not have theoretical and practical knowledge, obtained driving licenses illegally.
15 persons, including the Traffic Police Official who received a bribe V. H. and the person assisting him, were detained.
The Inspector of the Traffic Police V. H. was charged under Article 435, part 2, point 3 of RA Criminal Code, and G.H. who assisted the latter – under Article 46-435, part 2. point 3 of RА Criminal Code.
The investigator of RA Аnti-Corruption Committee filed a motion to the court to select arrest as a measure of restriction toward V. H., which was satisfied.
The investigation under the criminal proceedings is underway. Operative-search measures are taken, as well as investigative and other operative actions are carried out within the framework of criminal proceedings to identify the entire circle of persons who committed the alleged crime.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
