As a result of the large-scale operative-intelligence measures carried out by the RA Anti-Corruption Committee officers, as well as the criminal proceedings initiated as a result of complex investigative operations, it was substantiated that V. M., occupying the position of the commander of the N military unit of the material base of the Ministry of Defense, in a group with the storekeeper of the same military unit V. M. , in order to perform illegal actions and patronage for the director of "Masis Spring Garment Factory" LL company, V.E., they demanded a total of 19 million 700 thousand AMD bribes from V.E. and committed particularly large-scale embezzlement.
In particular, in the purchase procedure for supplying underwear to the RA Defense Ministry held on March 24, 2023, the above-mentioned LL company was recognized as a selected participant, after which, in order to ensure the unhindered supply of underwear provided by the mentioned procedure, that did not meet the technical specifications, in the amount of more than 70,000, the commander of the military unit of the material base of the Ministry of Defense, V. M., together with the storekeeper of the same base, V. M., demanded a particularly large bribe of 12,000,000 AMD from the director of the company, V. E.
By the preliminary investigation it was also found out that during 2022 V. E. reached an agreement with the aforementioned officials of the Ministry of Defense regarding the unhindered acceptance by the customer of military coats and mattresses that did not meet the technical specifications, committing to give the latter a bribe of 6,500,000 AMD for the mentioned illegal action and patronage. According to the agreement, in the period until April 2023, both personally and with the assistance of R. V., an employee of the above-mentioned company, the amount of the agreed bribe was transferred in parts to the officials of the Ministry of Defense.
As a result, the product specified in the contract was delivered not in accordance with the technical specifications, without labeling, in the form of already used mattresses, and coats in smaller sizes than intended.
Besides, the preliminary investigation revealed that during the year of 2023, the same above mentioned company supplied to the RA Ministry of Defense 924 pairs of women's shoes that did not meet the specified technical specifications, which, in order to receive without hindrance, the commander of the material base of the Ministry of Defense in a group with the storekeeper V. M., demanded and received from the director of the company a bribe of AMD 1,000,000 through R.V.
The preliminary investigation also revealed that the above-mentioned officials of the Ministry of Defense and the director of LLC aimed to embezzle by fraud a particularly large amount of money with the help of R.V. In particular, according to the agreement reached, the director of the company V. E. confirmed with his signature an untrue invoice containing false information and other documents, according to which, allegedly, on June 7, 2023, 12,900 warm underwear were supplied to the military unit of the RA Ministry of Defense by "Masis Garun Garnent Factory" LLC, when the actual quantity of goods supplied was less by more than 3000.
Then, the commander of the military unit of the material base of the Ministry of Defense, V. M., being aware in turn of the false information in the above-mentioned documents, confirmed them with his signature, as a result of which the Ministry of Defense of the Republic of Armenia transferred 7,517,310 to the company for more than 3,000 pieces of underwear that had not been actually delivered. AMD, which was embezzled by the Ministry of Defense officials and the director of the company with the help of R.V.
In the same way, V.M. and V.E. undertook the illegal process of non-delivery of 400 sets of winter clothing, which were supposed to be delivered to the specified military unit and embezzlement of funds payable for them. In particular, V.E. again signed false documents that did not correspond to reality, according to which the company allegedly delivered 3,770 winter suits to the military unit on July 10, 2023, when the actual number of delivered products was less by 400. As a result, 5,013,600 AMD were transferred to the company by the Ministry of Defense for 400 winter suits that had not been actually delivered, but the embezzlement was not completed due to circumstances beyond the will of V.M., V.E. and R.V., because on July 13, 2023 they were detained as a result of joint operations carried out by the Anti-Corruption Committee and the military police officers of the Ministry of Defense.
Charges have been brought to the commander of the military unit of the material base of the RA Ministry of Defense, V. M., the storekeeper of the military unit, V. M., the director of the "Masis Spring Garment Factory" LL company, V. E. and the company's employee R. V. for receiving, giving, and assisting in giving a bribe, official fraud, and embezzlement on a particularly large scale. Arrest was applied to the commander of the military unit and storekeeper as a measure of restriction, and house arrest was applied to the LLC director.
The preliminary investigation on the criminal proceedings has been completed. The materials of the proceedings were handed over to the supervising prosecutor with an indictment, with a motion to send it to the court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
