As a result of the operational-intelligence measures and evidentiary actions implemented jointly with the RA National Security Service on the criminal proceedings carried out by the RA Anti-Corruption Committee, factual data were obtained that the head of the urban development division of the Baghramyan municipality of Armavir marz, T.Gh., using his official and service powers and the influence caused by them to perform an action in favor of R.S., that is, to alienate the 22 ha land belonging to the Baghramyan community to the latter without obstacles and delays by means of auction, in the period from July to August 2023, besides state payments, he demanded a bribe in particularly large amount: about 42,000 US dollars, equivalent to 16.202.760 AMD. R.S., however, bargained and promised to give the official around 17,000 USD.
Besides, T. Gh. in order to act in favor of another citizen, S.V., that is, to alienate the land of 5 ha belonging to the Baghramyan community to the latter without obstacles and delays by means of auction, during the same period mentioned above, with the assistance of C.B., demanded from S.V. a bribe of USD 7,500 equivalent to AMD 2,893,350, of which USD 3,500 was received on September 7, 2023.
On 11.10.2023, T. Gh., K. B., R. S. and S. V. were detained.
For receiving large and particularly large bribes, T. G. was charged under Article 435, part 3, point 3 of the RA Criminal Code and Article 435, part 2, point 2 of the RA Criminal Code. The investigator of the RA Anti-Corruption Committee submitted a petition to the court to select arrest as a measure of restriction to him, which was granted.
Charges were brought to K.B., R.S. and S.V. for giving a bribe and assisting in getting a bribe.
The preliminary investigation is ongoing.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
