The criminal proceedings initiated by the Investigation Department of the RA NSS in connection with cases of bribery by officials of the RA Urban Planning, Technical and Fire Safety Inspection Authority (UPTFS) and carried out by the RA Anti-Corruption Committee revealed new episodes of bribery by officials of the said inspection authority, as well as the police.
In particular, factual information was obtained in the criminal proceedings, that on January 20, 2023, inspector of the "Road Police" service of the Police of the RA Ministry of Internal Affairs, M.H., while carrying out service in the area of the fixed base of the inspection body of the UPTFS located in the Sisian community section of the Yerevan-Meghri highway received a bribe from RA citizen M. T., to pass the overloaded vehicle driven by the latter through the checkpoint without weighing and without obstacles.
G. H. an official of the UPTFS inspection body being included in the shift of the stationary base and being at the weighing point, did not fulfill his official duties, that is, he did not take measures in the direction of stopping and weighing the overloaded truck driven by M. T., exceeding the maximum weight allowed on the state highway, and accordingly, he did not draw up a record of the administrative offense, as a result of which M. T. was not fined.
By the preliminary investigation it was also revealed that on February 20, 2023, a police officer of the police platoon of the Sisian division of the SGS of the Police of RA MIA, H. B. while carrying out service in the territory of the above-mentioned base of the inspection body of the UPTFS, received a bribe from M. T. for transporting the overloaded vehicles driven by M. T., as well as two citizens of the Republic of Iran, through the checkpoint without weighing and without obstacles, and a police officer of the same platoon K. H. also encouraged M. T. with a group to pay a bribe to an employee of the UPTFS inspection body.
Factual data were also obtained that on February 23, 2023, the driver of the "MAN" truck K. M., promised to pay a bribe to an official of UPTFS inspection body A. M. included in the shift of the above-mentioned base of cargo weighing for passing the said base without obstacles and for not drawing up a record of an administrative offense against him, that is, in exchange for illegal inactivity.
On 10.10.2023 the Police officers of the PSS platoon H. B. and K. H., road inspector M. H., an official of the UPTFS inspection body G. H., as well as truck driver K. M. were detained.
H. B. and M. H was charged under point 3 of part 2 of article 435 of the RA Criminal Code for receiving bribes.
The preliminary investigation is ongoing.
In general, 11 persons currently have the procedural status of accused in the said criminal proceedings.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
