According to the preliminary investigation carried out by the RA anti-corruption committee in the criminal proceedings, it was proved that occupying the position of the director of “Aram Khachatryan Music School N 1 in Kapan, Syunik Marz, RA” and using the influence due to his official powers, L. V., committed official fraud by embezzling AMD 1 million 816 thousand from the RA state budget.
In particular, the preliminary investigation revealed that having decided to steal large amounts of state property entrusted to him, the director of the above-mentioned PNCO L. V. reached an agreement with his daughter to hire her as a clerk in the same PNCO and to receive and embezzle the money issued as a salary in her name every month in the absence of the latter’s actual attendance at work. From the first day of her daughter’s employment on May 12, 2021 to the day of her dismissal on July 24, 2023, L. V. entered obviously false information in the official documents that are the basis for salary payment each month and submitted them to accounting for salary payment.
As a result, a total of 1,816,998 AMD was illegally calculated and deducted as salary from the RA state budget in the above-mentioned period based on the mentioned fake information sheets, which was embezzled with a common intention.
For committing the above-mentioned crime, L. V. was charged under points 2 and 3 of part 2 of article 256 and part 1 of article 445 of the RA Criminal Code.
The damage caused to the state was fully recovered during the preliminary investigation.
The criminal investigation has been completed. The materials of the proceedings with the indictment were handed over to the supervising prosecutor with a request to approve it and send it to the court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
