According to the preliminary investigation of the criminal proceedings carried out by the RA Anti-Corruption Committee, cases of offering bribes to the officers of the patrol service of the police of the RA Ministry of Internal Affairs in exchange for not registering administrative offenses were revealed.
In particular, it was found out during the preliminary investigation that R. A. and H. M. during their service in Shengavit Administrative district of Yerevan city found out that the car driven by A. S. did not pass technical inspection. The driver tried to pay 20,000 AMD as a bribe to patrolman H. M. trying to put it into his pocket for not registering the offense committed by him. At the same time, on the basis of a reasonable suspicion of offering a bribe to an official, A. S. was detained and taken to the police station, where during the sobriety test it was found that A. S. drove the car in a drunken state, under the influence of alcohol.
According to the preliminary investigation carried out in the other criminal proceedings initiated by the RA Anti-Corruption Committee, it was proved that patrolmen N. S. and R. G. stopped the car driven by A. B. and suspecting that the driver was driving the vehicle under alcohol influence, they checked his state of sobriety. Finding out that A. B. was in a drunken state, they made a protocol on an administrative offense. During that time A. B. offered a 100 USD bribe to the patrolman N. S., by putting it in his pants pocket for not making a record of the administrative offense committed. From the mentioned place A. B. was detained and taken to the police department on reasonable suspicion of bribery.
According to the preliminary investigation carried out in another criminal proceeding, it was proved that police patrolmen K. G. and M. S. while on duty in Kentron Administrative district of Yerevan city, stopped the car driven by Tch. Ch. and check the transparency of the side windows and the degree of sobriety of the driver. As a result, it was found that Tch. Ch. drove the car in drunk state, and the level of transparency of the side windows of the car was violated. Discovering this circumstance, patrolman K. G. made a corresponding record to deprive Tch. Ch. of the right to drive a vehicle for a period of one year.
For not making appropriate protocols on the discovered administrative offenses, Tch. Ch. approached patrolman K. G. and gave him a bribe of 10,000 RA drams in a disguised way, as a thank you handshake. At the same time, on the suspicion of offering a bribe, Tch. Ch. was detained and taken to the police station.
Drivers A. S., A. B. and Tch. Ch. was charged under point 3 of part 2 of article 436 of the RA Criminal Code for offering bribes to patrolmen.
The preliminary investigation in the three criminal proceedings mentioned above has been completed. The materials of the proceedings with indictments were handed over to the supervising prosecutor with a request to approve them and send them to the court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
