On the basis of the data received from the RA National Security Service, factual data was received in the criminal proceedings initiated by the RA Anti-Corruption Committee that O. S., a senior patrolman of the Shirak marz battalion of the RA Ministry of Internal Affairs police patrol service prompted A. H. duty police officer of the same battalion to use his official powers to the detriment of state and official interests, as a result of which more than 1 million 300 thousand AMD damage was caused to the legitimate interests of the state and the organization.
In particular, on March 16, 2023, the Mercedes-Benz car, wanted by the enforcement service of the RA Ministry of Justice, was found by the police and on the same day was transferred to the "Special Area" of the Shirak Marz battalion of the patrol service. After that, G. H. resident of Gyumri city applied to his close friend, senior patrolman O. S. with a request to return the said car to the owner without legal grounds. The latter, not rejecting G. H.'s request, on March 20, 2023, turned to his colleague A. H., police officer on duty of the same battalion, inciting the latter to commit a crime by persuasion, that is, to return the said vehicle to the owner, in violation of the order established by law, without evidence to eliminate the reasons for impoundment.
As a result, at the instigation of patrol O. S. and G. H., A. H. used his official powers to the detriment of state and official interests, in violation of the requirements established by law, he allowed the owner of the car to take it out of the "Special Area" and continue driving.
As a result of A. H.'s actions, significant damage was caused to the state and the organization, large property damage of more than 1 million 300 thousand drams was not recovered from the debtor. As a result, the wanted vehicle was returned to the owner without legal grounds.
On July 21, 2023 patrolman O. S. was charged under part1 of article 46-441 of the RA Criminal Code, duty police officer A. H. was charged under part 1 of article 441, and G. H. was charged under part 1 of article 46-441 of the RA Criminal Code.
The preliminary investigation is ongoing.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
