As a result of the large-scale operative-investigative measures carried out by the RA Anti-Corruption Committee officers, as well as the confidential investigative complex operations carried out against a number of officials of the RA Ministry of Defense, factual data was obtained that occupying the position of the commander of the N military unit of the RA Ministry of Defense material base V. M. demanded a total of 19 million 500 thousand AMD bribe from V. E. the director of “Masis Garun Garment Factory” Limited Liability Company, through two persons assisting in giving and receiving bribes, in order to commit illegal acts and patronage in favor of V. E.; a part of the bribe he received.

In particular, in the procurement procedure for supplying underwear to the RA Ministry of Defense, which took place on March 24, 2023, the “Masis Garun Garment Factory” Limited Liability Company was recognized as the selected participant. Then, in order to ensure the unimpeded supply of undergarments with a mass of 250 grams instead of 280 grams, which does not meet the technical specification, and only in small sizes, in the amount of planned 70,000 pieces, according to the mentioned procedure, the commander of the military unit of the Ministry of Defense material base V. M. through the storekeeper of the same base V. M. demanded a particularly large bribe of 12,000,000 AMD from V. E., director of the above-mentioned company.

During the preliminary investigation, factual data was also obtained that the above-mentioned official of the Ministry of Defense demanded a particularly large bribe from the director of the same company in 2022. Thus, it was found that during the mentioned period “Masis Garun Garment Factory” Limited Liability Company again participated in the procurement procedures of military coats and mattresses carried out by the RA Ministry of Defense and was recognized as a selected participant, after which the director of the company V. E. reached an agreement with V. M., the official of the Ministry of Defense regarding the unimpeded acceptance by the customer of the goods that do not meet the technical specifications, committing to pay a bribe of AMD 6,500,000 to the latter for the mentioned illegal action and patronage.

According to the agreement, in the period until April 2023, with the assistance of R. V. an employee of the above-mentioned company and through V. M., the warehouse manager of the Ministry of Defense, as well as personally V. E. transferred the sum of the agreed bribe in parts to the official of the Ministry of Defense.

In addition, it was found out that “Masis Garun Garment Factory” Limited Liability Company was recognized as a selected participant in the procurement procedure for the supply of women's shoes announced for the needs of the RA Ministry of Defense in 2023. As a result, in order to unimpededly accept 900 pairs of shoes that do not meet the specified technical specifications, that is, instead of leather shoes with a length of 73 mm in the foot area, provided shoes with a length of 68 mm maximum, the official of the Ministry of Defense demanded from the director of the company and received through R. V. and V. M. a bribe of AMD 1,000,000.

On July 13, 2023, as a result of the joint operations carried out by the Anti-Corruption Committee and the military police officers of the Ministry of Defense, the commander of the military unit V. M. and the other persons mentioned above were detained and presented to the Anti-Corruption Committee. On the same day, they were charged, respectively, with receiving and giving bribes in particularly large amounts, as well as assisting in giving and receiving of bribes.

Petitions were filed to the court by the investigator of the anti-corruption committee, with the request to apply arrest as a measure of restriction against the commander of the military unit of the Ministry of Defense material base V. M., storekeeper of the same base V. M. and the director of “Masis Garun Garment Factory” Limited Liability Company, which were granted.

The preliminary investigation is underway.

Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
