On the criminal proceedings initiated by the RA National Security Service Investigation Department and carried out by the RA Anti-Corruption Committee, factual data were obtained that E. Kh., occupying the position of the senior inspector of the RA Police "Road Police" registration-recording and examination northern center, for committing an obviously illegal act in favor of persons who had applied for a driver's license, with the help of S. G., received a total of 390,000 AMD bribes.
In particular, during the preliminary investigation, it was found out that the residents of Gyumri city S.G. and H.H. directed citizens S.T. and R.H. the traffic inspector to obtain driver's licenses through formal exams in exchange for bribing. Then, through S.G. and H.H., the mentioned citizens transferred a total of 390,000 AMD as a bribe to the senior inspector of the RP station, E. Kh.
After receiving the bribe money, Inspector E.Kh., based on selfish motivations, abused his official powers and used his official position against the interests of the service, that is, he allowed the above-mentioned applicants to use technical means during the theory test and use them to contact S.G. who dictated them the correct answers to the theory test.
After that, E. Kh. made false protocols regarding the proper passing of the exams by the persons who had given bribes, as a result of which the said persons received driver's licenses in violation of the established order.
As part of the criminal proceedings, the RP inspector E.Kh., as well as S.G., H.H. and a number of other persons related to the incident were arrested by the investigator of the RA anti-corruption committee.
On 23.03.2023, E.Kh. was charged under part 2 of article 311 (2 episodes) and part 1 of article 308 of the RA Criminal Code in force at the time of the act, as well as part 1 of article 445 (2 episodes) of the RA Criminal Code. A charge was also brought to S.G., under part 2 of Article 38-311 (2 episodes) of the RA Criminal Code in effect at the time of committing the act.
On the same day, petitions were submitted by the investigator to the court to select arrest as a measure of restriction against E.Kh. and S.G., which were granted.
The preliminary investigation is ongoing.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
