According to the completed preliminary investigation in criminal proceeding carried out by the RA anti-corruption committee evidence was obtained that holding the position of director of the state non-profit organization "Burastan Primary Health Care Center", K. T. committed an official forgery at the instigation of R. G., A. J., L. M., M. A. and S. Z., that is, provided more than a dozen people with false certificates certifying that they had been vaccinated against the coronavirus disease without actual vaccination.
In particular, it was found that A. J., not willing to actually be vaccinated against the coronavirus disease, turned to R. G., the registrar of “Artashat medical center” Closed Joint Stock Company policlinic, and based on close relationship with the latter, asked to provide fake certificates certifying that they were vaccinated for him and the persons he pointed, their family members, in exchange for money. R. G. accepted the offer, then received the pre-arranged 330,000 AMD from A. J. Then R. G., using the circumstance of being related to K. T., director of the above-mentioned SNCO, applied to the latter. With personal motivation not to reject R.G., K. T. complied with the latter's request providing false certificates to A.J. and persons pointed by him. Then, at the request of K. T. false information about the vaccination of the above-mentioned persons was entered into the "Armed" unified information system of e-healthcare in RA by another employee of the SNCO.
In the same way, R. G. reached an agreement with L. M. and M. A. and received 40,000 and 50,000 AMD respectively from them. Then R. G. again applied to director of the SNCO K.T., to provide false certificates to L. M., his son and M. A. certifying that they were vaccinated against the coronavirus disease.
For the above-mentioned criminal acts, K. T. was charged under part 1 of article 314 of the former Criminal Code of the Republic of Armenia (4 counts).
The preliminary investigation of the criminal proceedings has been completed. The materials of the proceedings with the indictment were handed over to the supervising prosecutor with a request to approve it and send it to the court.
In the framework of the criminal proceedings, charges were also presented against R. G., L.M., M.A., A. J., S. Z. and two other persons, regarding whom the preliminary investigation is ongoing.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
