With the combination of sufficient evidence obtained during the preliminary investigation of the multi-episode criminal proceedings examined by the RA Anti-Corruption Committee, cases of giving, receiving, assisting in receiving bribes, receiving and giving illegal remuneration by the official of the RA Ministry of Emergency Situations and other persons in 2021-2022 were revealed, in which Minister of Emergency Situations Andranik Piloyan and employees of the Ministry of ES, including heads of various subdivisions and other persons, were involved.
In particular, during the preliminary investigation, it was found out that the director of the mentioned company committed illegal acts and sponsored services for the benefit of the LL company cooperating with the Ministry, that is, interceding with the relevant officials in obtaining the necessary permits for the construction of an apartment building near the Ministry, as well as providing similar services. In order to create obstacles for other economic operators, the ES Minister of Internal Affairs A. Piloyan, with the help of his adviser A. H., received a large bribe of 1,000,000 AMD in 2022.
The preliminary investigation also revealed that Andranik Piloyan, without the procedure and documentation prescribed by law, gave a verbal instruction to the head of one of the subdivisions of the ES Ministry, V. M. regarding the dismantling of the property worth more than 18 million AMD of the Gagarin warehouse of the state reserves office of the Ministry of Internal Affairs and Communications. Then V. M. in March, 2022 with the intention of embezzling the mentioned property, he moved it to a private area and sold a part of it to a resident of Sevan city.
Sufficient evidence was also obtained that V. M. informed the ES Minister in January 2022 about his intention to be appointed as the commander of one of the Ministry's rescue service detachments by way of giving a bribe through his acquaintance A.O., who accepted the offer. After A. O. was appointed to the relevant position, V. M. assisted Minister A. Piloyan in receiving a bribe in the form of a gold bar from the mentioned person.
Besides, according to the criminal proceedings, H.E., the head of one of the subdivisions of the ministry, using his official position, mediated the receipt of a large bribe of 960,000 AMD in the form of a heating system from the ES Minister in order to hire the relevant person in the ministry.
The investigation also revealed that V. G., being in close relations with the RA ES Minister, was allowed by the latter to take actions for the benefit of a number of persons within the scope of his authority, that is to say, he demanded and received an illegal payment of 1,700-2,500 USD from each of the mentioned persons for employment in various subdepartments of the Ministry.
RA Minister of Emergency Situations A. Piloyan was charged under Article 435, part 2, point 2 (2 episodes), Article 435, part 1 of the RA Criminal Code and under part 1 of Article 308 of the RA Criminal Code (entered into force on 01.08.2003) , expired on 01.07.2022) being in force at the time of committing the act. Taking into custody was selected as a measure of restriction towards him.
Another 12 persons, including various officials of the ES Ministry, were charged under Article 46-435, part 2, point 2, Article 437, part 2, point 1, Article 256, part 3, point 3 of the RA Criminal Code, part 1 of Article 436, point 2 of part 2 of Article 438, point 2 of part 2 of Article 439 and being in force at the time of committing the acts (entered into force on 01.08.2003, expired on 01.07.2022) Article 308, part 1, Article 312, part 2, Article 311.2, part 3, point 2 , point 2 of part 3 of Article 38-3112, part 2 of Article 312.2, part 2 of Article 38-312.2.
Among the accused taking into custody was selected as a measure of restriction for V. G.
The preliminary investigation regarding the above-mentioned accused has been completed. The materials of the criminal proceedings with the indictment were handed over to the supervising prosecutor with a request to confirm it and send it to the court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
