Within the framework of the criminal proceedings initiated as a result of the cooperation of the RA Anti-Corruption Committee with the RA Cadastre Committee, facts indicating the commission of a crime were obtained, stating that the former official of the RA Cadastre Committee, G. M., with the assistance of a number of people, as well as officials abusing their official powers and committing official forgeries, fraudulently embezzled 7 plots of land with a total market value of 4.5 billion AMD, 4 of which he embezzled with prior agreement with his close friend A.M.
The preliminary investigation revealed that during 2007-2014, G.M., occupying various positions in the RA Cadastre Committee, established close relations with other officials of the same structure. Then, with the help of the latter, in 2016-2017, G.M., with a preliminary agreement with A.M., intended to embezzle plots of land in especially large amounts with a total area of about 80,000 square meters, considered to be communal and state-owned properties, by deliberately distorting the facts..
G.M. and A.M. informed their relatives and close friends about the criminal intention, and after receiving their consent to assist in the commission of the crime and remove possible obstacles, they started committing the embezzlement. In particular, in order to attach and use the plots of land that are the subject of embezzlement to the cadastral files, fake documents were prepared to confirm the results of the tender for the auction sale and lease of land owned by the state, as well as the Yerevan municipality, including false decisions of the mayor of Yerevan, false contracts for the purchase and sale of land, etc., some of which were signed and put into circulation by persons who assisted G.M. and A.M.
Then, with the organization and mediation of G.M. and A.M., as a result of abuse of official position and official forgery by a number of officials, the already filled pages of the register of the territorial division of the RA Cadastre Committee were replaced with pages containing false records, and other false documents became documents of cadastral cases of plots of land being the subject of embezzlement. As a result, state registration of non-registrable plots of land was carried out, and false certificates of registration of real estate ownership (use) rights were issued regarding them, which created an opportunity to actually manage the embezzled property.
During the preliminary investigation, it was established that the below-mentioned communal and state-owned lands were embezzled by G.M. and A.M., which were formulated in the names of various persons supported by the latter.

1. According to the decision of the RA government, the plot of land transferred to the Yerevan community free of charge with the right of ownership was formalized in the name of A.N. through false documents and was later alienated to other persons for about 122 million AMD by the organization of G.M. and A.M.
2. According to Article 60 of the Land Code of the Republic of Armenia, the particularly large plots of land with a market value of 560 million AMD and 389 million AMD, included in the list of plots of land that could not be transferred to citizens and legal entities due to ownership rights, were formalized with the help of false documents, in the names of B.G. and A.M respectively.
3. By the decision of the Government of the Republic of Armenia, the plot of land with a market value of 415 million AMD, transferred to the Yerevan community free of charge, was registered in the name of A. S. through forged documents.
During the preliminary investigation, it was also found out that, in addition to the mentioned lands, G.M., with the help of various persons, embezzled:
1. The land plots with market values of 1.008 billion AMD and 988 million AMD included in the list of plots of land that could not be transferred to citizens and legal entities with the right of ownership were formalized using false documents in the names of A.H. and L.D., respectively.
2. By the decision of the Government of the Republic of Armenia, the plot of land with the market value of AMD 1.039 billion, transferred to the Yerevan community free of charge, was registered in the name of K.I. through forged documents.
G. M. and A. M. were charged under Article 178, part 3, point 1, of the RA Criminal Code in force at the time of committing the criminal act (entered into force on 01.08.2003, expired on 01.07.2022). Taking into custody was selected as a measure of restriction against them.
Four more persons who assisted G.M. and A.M. were charged under Article 38-178, part 3 point 1 of the RA Criminal Code (entered into force on 01.08.2003, expired on 01.07.2022) in force at the time of committing the criminal act.
The investigation is ongoing. Necessary investigative actions and operative-intelligence measures are being taken against all persons involved in the criminal scheme of embezzlement of communal and state-owned lands, including in the direction of finding out the identities of the persons who held positions in the RA Cadastre Committee and the Yerevan Municipality, who apparently abused their official position and committed official forgery.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
