Based on the combination of sufficient evidence obtained on the criminal case investigated by the RA Anti-corruption Committee, it was substantiated that A.S., who held the position of the head of the third territorial division of the urban development and land control department of the Yerevan Municipality, and K.S., an employee of the same division, by prior agreement, for obvious illegal inactivity in favor of A.B., personally received a bribe in large amounts from the latter.
According to the charges brought, after discovering the fact that A.B., a resident of Yerevan, had built a balcony in the courtyard of the building without a permit in March 2022, K.S. informed that an administrative fine of AMD 1,500,000-2,000,000 was planned for that act. in order to reach an agreement on the amount and to solve the problem in favor of the resident, he suggested the latter to appear at the municipality the next day in order to meet the head of the department A.S.
On April 11, 2022, A.B. visited Yerevan Municipality, where A.S. and K.S., with prior agreement, using their official position, demanded a large bribe of AMD 300,000 from A.B. The latter accepted the offer to bribe the officials, after which K.S. regularly demanded the bribe money from A. B., stating that if he did not pay it, measures would be taken to bring him to administrative responsibility.
On April 28, 2022, A.B. handed him a bribe of AMD 300,000 in K.S.'s car, immediately after that K.S. was caught by RA police officers, and the bribe money was found and seized by the car inspection.
A.S. and K.S. were charged for committing the above-mentioned criminal acts under Article 311, part 3 points 2 and 3 of the RA Criminal Code. Taking into custody was selected as a measure of restriction against them. A.B. was charged under Article 312 part 2 of the RA Criminal Code.
The preliminary investigation of the criminal case has been completed. The case was sent with the indictment to the supervising prosecutor with a request to approve it and send it to the court.
Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
