During the preliminary investigation of the criminal case initiated by the RA Investigation Committee under Article 163, part 3, point 2 of the RA Criminal Code, searches were conducted at the places of residence of the persons involved in the given criminal case as defendants, in connection with the incident of materially attracting the resident of Armavir marz in order to participate in the gatherings organized by the political opposition. The search was carried out on May 6, 2022, notebooks with handwritten notes were found at the place of residence of the head of  Armavir territorial body of the ARF Party, A.M., which contained information on the bribery of various amounts to voters during the elections of the National Assembly and local self-government bodies held in 2021.

A criminal case was initiated in the Anti-corruption Committee in connection with the cases of the apparent crime of giving, receiving and mediation of election bribes, under points 1 and 2 of part 4 of Article 154.2 and part 1 of Article 154.9 of the RA Criminal Code.

According to the materials of the criminal case, by the  examination of the notebooks it was found out, that they mainly include handwritten notes in connection with the extraordinary NA elections held in RA on June 20, 2021, from June 4 to June 21 of the same year, regarding the funds allocated by the ARF supreme body, ARF regional structure, its pre-election headquarters and distributing them with an average of 15,000-20,000 each, totaling about 6,470,000 AMD, to many people during the specified period. By the way, the ARF party participated in the extraordinary NA elections as part of the “Hayastan” bloc, and within the pre-election campaign, the party's work was coordinated by A.M. from the office operating in Armavir city.

Besides, there are handwritten notes in the notebooks regarding LSG elections held in Armavir Marz on December 5, 2021, regarding funds allocated by the supreme body of the ARF, the regional structure of the ARF and its pre-election headquarters, in the period from November 4 to December 5, 2021, and distributing them to many people during the specified period, 5,000-20,000 each, about 3,513,000 AMD in total.

During the elections of the RA National Assembly and local self-governing bodies, about giving and receiving election bribes, in particular, testify the handwritten notes of "ALLOCATION FROM GM", "ALLOCATION FROM MK" and "ALLOCATION FROM HEADQUARTERS" made in notebooks opposite the data of various persons and calculations on giving and receiving  election bribes.

Taking into account the need to carry out large-scale and urgent investigative actions on the criminal case, an investigative group was created in the Anti-Corruption Committee, in which investigators of the RA Investigation Committee were also involved.

Searches were carried out in a number of offices of the ARF party located in Armavir marz, as well as in the apartments of more than a dozen members of the same regional structure, including office coordinators and a group of people who actively participated in pre-election campaigns. As a result, various lists, including monetary notes, were found and confiscated. Necessary investigative actions and operational-search measures are being carried out in order to find out the identity of the persons included in the mentioned lists, to identify them, as well as to find out the circumstances of the cases of receiving and giving bribes and the persons involved in them.

Notification. the person accused of a crime is considered innocent until his guilt is proven in accordance with the procedure established by the RA Criminal Procedure Code by a verdict entered into legal force.
